Elizabeth Tolzmann currently serves as the Director of Policy & Planning in Ramsey County, where she leads planning and policy analysis across the organization to inform the county's strategic priorities and supports its vision, mission and goals. She reports directly to the County Manager and serves on the County's executive team.

The Policy and Planning team is responsible for overseeing the County's community indicators and performance measurement process to ensure that it tethers and advances the County's four goals of well-being, prosperity, opportunity and accountability. Ramsey County is the second largest County in Minnesota with over 540,000 residents and 4,000 employees. It is only one of two counties in Minnesota with a biennial budget process with a focus on budgets one year and performance measurement the next year. This help ensures that we align our resources to identify strategic priorities that are most effective in our service delivery to our community. Elizabeth received her Juris Doctor degree from the University of St. Thomas School of Law and Bachelor’s degree in Business/Marketing from the Carlson School of Management at the University of Minnesota. She currently teaches as an Adjunct at the University of St. Thomas School of Law and is a 2009 recipient of the law school's Alumni Living the Mission Award.
